Within the scope of scientific research, the personal data and special quality personal data of many people are processed in order to create a data pool. This processing activity consists of many layers such as acquiring and transferring data. In case the main purpose of the personal data processing activity is scientific research, the doors of some exceptions regarding the basic principles to be followed in the personal data processing process and the rights of the persons whose personal data are processed are opened. This special regime created for the personal data processing process brings with it some special obligations. These obligations appear within the scope of protective measures that must be taken by data controllers. The details of these obligations are not clearly stated within the scope of current data protection regulations. In this study, the GDPR, which is one of the most comprehensive privacy laws, and our national legislation will be compared and the processes of using personal data in scientific research will be focused.
