In some countries privately owned transport systems have a poor safety record. Yet it is the governments who have ultimate responsibility for public safety. How can governments ensure that private transport companies do not neglect safety regulations?

In recent years, private enterprises have been allowed to manage the transport system. Some people think that privately owned transportation system is difficult to ensure safety without the control of the government. There are some solutions which I believe would probably have a positive effect. Firstly, the government should make and enforce the law about the transport system. The law will prescribe the rules to be followed and give appropriate punishments according to each level to handle. So, companies that break the law, whose behavior affects traffic safety, and endanger the community will be punished according to the law. The advantage of this solution is that companies will manage their activities more rigorously and carefully. Another solution is the government should closely monitor the traffic activities of private companies. Private organizations need to be checked on the management and quality of vehicles. If it is found that any company has poor management quality or safe means of transport, the government will issue a fine or ban them from operating. The drawback of these ideas is that it will take a long time for the government to build a monitoring system, but they help to promptly handle behaviors that affect traffic safety. Besides, rewarding companies that operate safely, effectively, and ensure quality is also a positive solution. Although it is expensive, it pushes private corporations to enhance quality and improve their systems every day. In conclusion, it is difficult to maintain public safety when private organizations manage the transportation system by themselves. However, in my belief that the governments can be solved by setting the rules, regularly monitor the transport systems of private enterprises, and gives appropriate incentives.
