In 1960s and 70s the development of countries was not as well-distributed as todays. It is common that people from the western regions such as Europe, North America, and East Asia were the ones travelled to foreign nations which have tropical climates. In those years, these tourist destination countries were still underdeveloped. They would probably have less than sufficient clean and running water, terrible road and transportation infrastructures. So, it had been hard to stay there for longer time for international tourists.
The other cause could also be lack of information about the particular holiday area; travel agencies could just offer places which had been popular abroad and brought higher profit margins for them, and skipped the ones did not. One example is Bali island in Indonesia; it was the one mostly put on top of tourism promotional brochure as it was well-known outside the country and foreign tourist would flock in easily and bring in their currencies to the region at the time.
