Speaking of this question, I’m by no means an expert but I guess there are several reasons why schools constantly do so. All reasons boil down to students.
You can see it with this example, in high school, I correctly remember an attendance rule which students must attend school punctually meaning before 7 am to kick start the first class. If I was 5 minutes late for school, I will be a pertinent punishment like a certain community service hour or cleaning schoolyard. Since there was the rule, the students were aware of punctuality for the school and work to the down line.
To wrap up, schools can bring order into chaos, and I picture a school would be chaotic if the students attended anytime arbitrarily.
