Business sector has many men and women inside who work just for construction. Many companies today make agreements without any government relation with them. They sign for locations, arraenge the needs for the work, and make the job done. Numerous flats are built by them for community in various cities without any legal officer with them. In this regards, the problem is shared partly by private industry, as long as they can continue to build. On the other hand, apartmants that built by private sector might not be affordable. The buildings are more likely to be expensive due to high taxes rates and special payments, and also the terratory purchasing. In this regard, the legal system gives them these areas lower price and ruled the process by law, the construction area could be done by else but government, and society reach affordable houses. This approach to building sector creates budget management for both sides, government, families and the sector, and also make the work get shared by parties. In conclusion, there is always a way share the problem, and for housing shortages, there already been private sector to build and if legal system can manage and rule is well, this problem can be solve.
