community could not operate well if people are unrestricted.do u agree to the given statement?

In our society all the individuals or group of people have to perform their routine work, duty, task or any activity without any confusion, danger and with perfection, safe and helpful to others community follows distinct restrictions and regulations. community could not operate well if people are unrestricted. I conquer to the given statement partially To commence with the view, rules are made to avoid condone of violence to weaker sections. allowing everyone to make changes to these structures and inflict their beliefs on others will lead to violence. for example, in India SC or ST (secluded cast and secluded tribe) people have more employment opportunities. These ideas will make a better life for suppressed groups. Consecutively, rules are properly set and followed minor groups will recognize a peaceful environment. On the other hand, some of these rules are needed to be rewritten in other words individuals should be allowed to act on what they found acceptable. for instance, my neighbour believed one should only marry from same religion. IN contrary, his son married from a different religion. There was complete pandemonium and everyone was panicked. Hence, Such act will only make people petrified in making individual decisions. In conclusion, some of the policies are agreeable and needed to be followed. Also environment is dynamic, therefore individuals should be allowed to improve and make new statements if they wont harm anyone. In my opinion I partially agree and partially disagree that individuals should comply with all regulations of community.
