I trend to think this is not a contractive practice, although there is an importance aspect to consider. To illustrate it, if high authorties of world do investment on the impovishred nations, the individuals who live in these regions can spend better live, and moreover they do not participate in illegal activities. Furthermore, if international funding departments utilize own resources on betterment of technology; they will develop latest and better technology, which can be used for increasing the life style of citizens and improve the production in every industry. To cite an example, from the last 20 years, the UAE governament was spending billion of dollar on improvement of Dubai. Therefore, the UAE nationals live heapily in own country. Hence, use of euro on public is best insead of find new things.
