Balcad district is located around 30 kilometers north of Mogadishu in middle Shabelle region. The town is well-known for its fertile land, which, as the Shabelle river runs through it, and its population is primarily farmers. In 2018, IOM conducted community-based planning (CBP) process in the town and produced a community action plan (CAP). As a result of the process, several initiatives, including the construction of a health centre, stadium, and social cohesion activities, were implemented to improve citizen-government collaboration, re-establish social amenities and enhance community cohesion. Even though IOM has completed projects based on CAP priorities through EU IcSP and other partners, Balcad has remained vulnerable according to the FIMM rating since 2017. IOM will conduct a community action plan review in Balcad, in collaboration with the Ministry of Interior for Hirshabelle State, to assess progress made against the previous plan and to include more priorities under the district.
Before the community action plan started, IOM RDS designed and conducted a baseline assessment to understand the current context, including trust in the local administration, social cohesion among the different communities, community participation in decision making, and the overall stability in the target location.
